Mee Too! Lived in the west for 60 years and never heard “bubbler” in any context.
I’m callin’ BS.
Most places I’ve been, the water fountain was out in the front garden, or the park, as a display, the drinking fountain was in the school hallway.
….and then I read Glen’s tutorial on the origin of the bubbler. I guess I’m not as well travelled as I thought. Google it and a bubbler is a ‘bong’!

The Tap I drank out of in school said “Budweiser” on it
This is somewhat inaccurate. I lived in California for over 10 years and never ONCE heard the term bubbler.
It’s the GREEN bits where it’s called a “bubbler”.
