Aim for the high ranking officers and sooner or later you’ll own Generals.
It might look hilarious, but people have put bombs in tires and rolled them at the enemy. These guys have no way of knowing if that innocent looking tire contains an IED that may miss its target (the av in the background) and take them out instead.
Okay, now that you say that it makes a lot more sense. They’re trying to deflect it without detonating it. In that context, it means they’re quite brave even being near it.
