If you check Snopes, you’ll find this is NOT the true story. The guy was just being a jerk. Because of the house’s historic age, the windows he had chosen as replacements were not acceptable. So he found out (supposedly) that there were not rules on paint colors so he did this (and he painted another house all black.)
In many cases, that would violate HOA rules too.
