Ok, in reality, it is on purpose. The reasoning is that people want their bathrooms clean, right? Well in order to to that you want to use finishes that don’t attract and more importantly are easy to clean. Also most clients in office buildings want their restrooms to look nice.
That leaves up with putting Tile up the walls and a hard painted ceiling.
