Many years ago an older couple bought a glass dining-room table. Their son came to visit with his children. Unbenounced to anyone, his youngest daughter climbed upon the table. It shattered but, it shattered in shards (not crystals). She was cut up pretty badly and blinded. It turns out that it was NOT made in the US. It came from Mexico. It was NOT tempered glass. It was not required to be. They had no recourse at all.
